“The American Red Cross initiated its first merger in 1960 when the Ozaukee County and Milwaukee County Chapters merged.  Since that time the chapter has grown to its current nine county configuration.  The challenge is to ensure that there is a genuine feeling of local ownership; and the rewards are greater efficiency, elimination of redundant activities and better utilization of the talents and abilities of key volunteer and paid staff.” - Bud McKonly, Chapter Executive Officer, American Red Cross in Southeastern Wisconsin

General Information

Girl Scouting is embarking on an exciting evolution to better meet the needs of girls in today’s fast-changing world. In Southeastern Wisconsin, Girl Scouts – Great Blue Heron Council**, the Girl Scout Council of Kenosha County, Girl Scouts of Milwaukee Area, Girl Scouts of Racine County and a portion of Girl Scouts of Manitou Council are beginning the journey to form one high-capacity council in April 2007. With a strong structure, this new council combines the best practices in girl programming, volunteer development, and management to improve service and create greater opportunity for girls.

**SEE BELOW for more information about the realignment process and specific communities within Great Blue Heron's jurisdiction.

  • We will continue the Girl Scout tradition of using resources wisely to build strong girls by coming together as one council to serve Washington, Waukesha, Milwaukee, Racine, Kenosha and a part of Ozaukee counties.
  • Unified under leading-edge management strategies, with improved efficiency and effectiveness in non-formal educational programming, the new high capacity council will combine the key strengths and valuable resources of each existing council to offer increased opportunities for girl members.

The new high capacity council will continue to deliver the best youth leadership development program in the nation to build girls of courage, confidence and character who make the world a better place. The Girl Scout program, guided by our girl-centric philosophy, will be community-based and close to all girls throughout the service area, resulting in increased access and choices for girls.

  • The Girl Scout organization in southeastern Wisconsin will continue to be volunteer-run. Adult volunteers will remain the core strength of our movement, vital to the success of the Girl Scout program.

With increased resources and combined strengths, the new organization will utilize best practices in volunteer development to equip our volunteers with stronger tools to successfully mentor and guide girl member.

New Name

Girl Scouts of the USA established the following guidelines for new council names:

  1. The council name should start with the words Girl Scouts. This is intended to help build a unified national identity for the Girl Scouts as a whole.
  2. The council name should include a state or regional reference. This is intended to help the external market better understand each council and the jurisdiction that is served.
  3. The council name should be new to councils involved. This is intended to make it possible for bridging councils to work together to build a shared future of new experiences for all.

Amid the exciting progression of Girl Scouting in Southeastern Wisconsin, the bridging councils are eager to embark upon the new council’s trademarked identity as:

Girl Scouts of Wisconsin Southeast (GSWISE)

Southeastern Wisconsin Realignment FAQ's

**Girl Scouts – Great Blue Heron Council and Girl Scouts of Manitou Council both have geographic areas within our jurisdictions that will become a part of other new, high-capacity councils in Wisconsin. For Great Blue Heron Council, those members who attend the schools listed in the table below will be served by a new high-capacity council that will include the central southern and southwestern parts of Wisconsin. As we move into realignment, girls attending these schools will have the choice of when, from April 2007 to October 2009, to become members of the new high-capacity council serving south central and southwestern Wisconsin. Until that time, nothing will change for our members.
